The CRD’s headquarters is accommodated in two historic buildings in downtown Victoria. The initial plan was to upgrade the siesmic resistance of the facilities and renovate to improve functionality. We worked with our client to determine growth expectations, estimate space requirements, and the most cost-effective implementation strategy. Later, the plan was changed to develop headquarters as the second phase of a new building. Again, we refined personnel estimates (including several new functions), determined space requirements and developed zoning plans for the new facility. Key issues focused on the use of the ground floor; the size and nature of the boardroom; the decision not to include a fitness facility; and the maintenance of principles related to energy efficient buildings. Completed in 2004.

Environmental Services Headquarters, Capital Regional District, Victoria, BC - 2001

Initially, we updated estimated space requirements for the Health and Engineering Departments of the Capital Regional District (CRD). Three options for moving into leased space were examined: Health only; Engineering only; and Health and Engineering together. Next, we prepared a Facilities Program for Engineering to relocate into a new CRD Satellite Headquarters. The Satellite Headquarters was a new facility that retained the façade of an existing heritage building. The building was also the subject of a design competition involving a joint development with the City of Victoria. Finally, we updated the program for Environmental Services (formerly Engineering) as a stand–alone building. This building is occupied. Completed in 2001

Our work encompassed several components. In the first major study, we forecasted personnel numbers, defined facilities requirements, and compared two building options: redevelopment of the existing historic building versus construction of a new building on a new site. We collaborated with an architectural firm to define the building options. The planned facilities would accommodate over 300 staff. Since both options were costly, we defined an accommodation strategy that incorporated upgraded existing facilities combined with leased space. We determined how much space would be available in the redeveloped existing facilities and which functions would be moved to leased space. A third study was a facilities program for redevelopment of the existing facilities. We also assisted in the preparation of terms of reference for architectural services to upgrade the existing headquarters. Completed in 1994.

Office Planning Guidelines, Capital Regional District, Victoria, BC - 1993

The Capital Regional District owns and leases office space for a variety of purposes. In this project, we developed guidelines for the allocation of office space as well as the planning of office accommodation. The intention was to adopt the document as policy. Completed in 1993.
