The study objectives were to determine the need for detention, secure shelter, and secure treatment beds for youth in Douglas County, Oregon. It was not possible to estimate future needs based solely on past utilization since there were no facilities available in Douglas County. Our approach balanced hard data and informed opinion by assessing the types of offenders that should be placed in detention and secure shelter based on data from the previous year; as well as comparing Douglas with other Oregon counties in terms of provision of detention and secures shelter beds. We concluded that there should be 20-23 detention beds and 8-15 secure shelter beds. We also concluded that secure treatment should be part of a regional strategy. Completed in 1997.
