Kittitas County had identified the need for a major expansion of their existing 45-bed adult detention facility. We worked with the County to establish the long-term need for detention beds as the basis for the proposed project. We reviewed both historical bed utilization data and regional demographic trends. We explored factors likely to affect the future demand for detention center beds through discussions with the Jail Commander and other knowledgeable individuals. This included an assessment of the impacts of recent and pending legislation, as well as potential changes in local law enforcement. Based on this analysis, we developed alternative bed needs scenarios. We reviewed these scenarios with our planning committee to arrive at a consensus of the most probable future number of detention beds to be provided. Completed in 2000.
