We were part of a multi-disciplinary consulting team retained by a large urban school district to help is pursue opportunities for facility replacement and renewal that could be accomplished by making the best use of the underlying value of existing surplus properties. Our roles on the team included updating the enrolment forecasts and refining the facilities plans for each area in the district recognizing opportunities as well as needs. Completed in 2013.

Facilities Program, Support Functions, Coquitlam School District, BC - 2011

We defined the facilities requirements for seven support functions: District Administration, Information Services, Student Services, Staff Development, Learning Innovations, International Education plus Maintenance and Stores. We estimated that a total of nearly 21 000 square metres would be required to accommodate the functions. The preliminary cost estimate for the buildings was nearly $89 million. Completed in 2011.

Update for Northeast Coquitlam, Coquitlam School District, BC - 2011

We worked with municipal planners to estimate the number and type of housing units to be built in a new area. We then updated our earlier enrolment forecasts for existing and new schools in the area. Finally, we outlined the implications of the revised enrolment forecasts for the development of new schools and the roles to be played by existing schools in the area. Completed in 2011.

Long-Range Facilities Plan, Coquitlam School District, BC - 2010

We worked closely with a client planning team to prepare updated enrolment forecasts, assess building condition and review school capacities. We formulated guiding principles in consultation with community and education stakeholders. We developed future scenarios based on the potential for new government initiatives in early childhood education as well as alternative ways to deliver special programs. Completed in 2010.

Update of an earlier long-range plan. The initial analysis focused on elementary schools proposed for closure. Next, we assisted in a comprehensive plan update by school district staff. Completed in 2008.

Framework for Facilities Planning, Coquitlam School District, BC - 2005

The overall goal of the study was to prepare a comprehensive, long-term strategic plan for all facilities in the school district. The plan provided an inclusive picture of the facilities required at the five, ten and fifteen year planning horizons. Part of our work involved comprehensive analysis of municipal development, including Official Community Plans, and identification of the implications for future school facilities. Our client said “The end result has exceeded my original expectations. It is an excellent reference document that is proving useful at many levels. The trustees have certainly got the main messages, while the MOE and municipal planners are impressed with the fluency we now possess regarding our current and future understanding of our district’s needs.” Completed in 2005.
