We updated a district-wide facilities plan that we completed in 2008. At the time of the 2008 plan, the central challenge for this rural school district was to respond to declining enrolments. For the current update, future prospects were more positive with indications that enrolment declines were slowing and there may be some modest enrolment increases on the way. The key objective for the update was to replace four aging facilities: a secondary school in Cranbrook and elementary schools in Cranbrook, Fernie and Sparwood. We reviewed the capacities, assessed the physical condition and prepared enrolment forecasts for the disrict’s 17 schools. We formulated a ‘status quo’ plan focused on improving the facilities through replacements and renovations. We also explored alternative plans that included the possibility of K-12 schools in the smaller communities and different grade configurations in Cranbrook. Completed in 2012.

We updated previous enrolment forecasts and conducted a review of capacity utilization for a rural school district comprising several communities with various prospects for growth. The main communities are Cranbrook, Fernie, Sparwood and Elkford. We studied the capacity and condition of the existing facilities and formulated a plan to improve utilization. We assessed the capital and operational cost implications of the emerging facilities plan. The proposed district plan would improve utilization, significantly improve the overall quality of facilities, reduce operating costs (by nearly $2.3 million annually), and migrate to a consistent senior middle grade configuration. The estimated initial capital costs of about $35 million would be more than offset by the sale of surplus assets and the avoided facility upgrading costs. Completed in 2008.
