The School District believed that the consolidation of its administrative and maintenance functions could result in operational efficiencies, and allow some existing properties to be sold. We assessed the options for meeting these objectives. We estimated future accommodation requirements and worked with a property appraiser to assess the value of specified District properties. We used a comprehensive evaluation framework to assess each of the options based on relevant functional, strategic, and cost criteria. Completed in 2000.

Due to the substandard condition of Colquitz Junior Secondary School, the Greater Victoria School District received approval to proceed with planning for a new replacement facility. Rather than assuming a replacement was the best solution, we were asked to explore a broad range of options to determine the most cost effective approach to add 900 secondary spaces in the Western Sector. After studying many alternatives, we identified four final Scenarios for consideration by the Board. These Scenarios combined junior and integrated grade configurations with two alternative sites. The cost estimates ranged from $12.3 to 13.4 million. We developed an evaluation framework with nine specific benefits criteria. Later, we conducted a public consultation process to determine stakeholder opinion about the final four options. Completed in 1999.
