We refined and updated a method for forecasting the long-range demand for judicial hearing rooms (courtrooms and judicial conference rooms). Part of our work focused on determining how well the model predicted courtroom utilization over the past few years. We also refined the courtroom utilization rate in the context of our client’s objective to improve the effective use of courtrooms. Completed in 2016.

Program Ratios for Courthouses in Ontario - 2016

With the twin goals of improving consistency between capital projects as well as reducing total area requirements, we began work to define appropriate and consistent ratios of staff and space to the number of courtrooms in courthouses. We discontinued the project when new organization units within the ministry were formed to address similar topics. Completed in 2016.

Expert Opinion, Capital Planning for BC School Districts - 2015

We provided a written expert opinion report and testified in court (having been qualified as an expert in facilities planning in the K-12 school system in BC) on five topics related to litigation brought by CSF (Conseil Scolaire Fancophone) regarding the provision of facilities for francophone public education. The five topics were: the planning process for school districts; planning challenges for school districts; comments on CSF Project Identification Reports; approach to determining need for CSF schools; and the relative merits of various grade configurations. Completed 2015.

Planning and Design Guidelines for Courthouses in British Columbia - 2015

We were part of a team that was retained to update and expand existing guidelines for the planning and design of court facilities. The project involved extensive consultation with stakeholders in the courts system as well as government technical advisors. The resulting major document addressed general planning concepts, component requirements, illustrative room layouts, accommodation model, technical design guidelines, prototype courthouse designs and reference material. Completed in 2015.

School District Facilities Plan, Southeast Kootenay School District, Cranbrook, BC - 2012

We updated a district-wide facilities plan that we completed in 2008. At the time of the 2008 plan, the central challenge for this rural school district was to respond to declining enrolments. For the current update, future prospects were more positive with indications that enrolment declines were slowing and there may be some modest enrolment increases on the way. The key objective for the update was to replace four aging facilities: a secondary school in Cranbrook and elementary schools in Cranbrook, Fernie and Sparwood. We reviewed the capacities, assessed the physical condition and prepared enrolment forecasts for the disrict’s 17 schools. We formulated a ‘status quo’ plan focused on improving the facilities through replacements and renovations. We also explored alternative plans that included the possibility of K-12 schools in the smaller communities and different grade configurations in Cranbrook. Completed in 2012.
