Needs Assessment, Halton and Peel Regions, Ontario - 2016

We estimated the future need for judicial hearing rooms (courtrooms and judicial conference rooms) for Halton and Peel regions, both rapidly growing areas west of Toronto. One aspect of this assignment was to explore an option to have a proposed new courthouse in Halton serve some of the needs of neighbouring Peel. Our needs assessment for Peel was primarily to provide guidance for the design team addressing an addition to the Brampton Courthouse. Our analysis for Halton was for a proposed consolidated courthouse to replace the two existing deficient facilities. A key challenges in assessing future need for judicial hearing rooms in Peel was to estimate the level of ‘unmet demand’ in a courthouse that has been overutilized for several years. Another challenge for both locations was to estimate the supplementary need for judicial conference rooms for activities that were not consistently recorded. We concluded that by 2041 Peel would need 65 judicial hearing rooms, and Halton would need 26 judicial hearing rooms. Completed Peel in 2015 and Halton in 2016.

Program Ratios for Courthouses in Ontario - 2016

With the twin goals of improving consistency between capital projects as well as reducing total area requirements, we began work to define appropriate and consistent ratios of staff and space to the number of courtrooms in courthouses. We discontinued the project when new organization units within the ministry were formed to address similar topics. Completed in 2016.

Facilities Plan 2015 Update, North Vancouver School District, BC - 2015

We prepared a comprehensive update of the School District Facilities Plan for a growing part of Greater Vancouver. We found that new and expanded facilities are required in the parts of the district that are growing, while schools in some areas will remain underutilized. In addition, in pursuit of the key objective to improve the safety and quality of school facilities, many schools require upgrading or replacement. The secondary plan we formulated proposed the immediate replacing two secondary schools and the future consolidation of two underutilized secondary schools. The elementary plan called for additions or replacements for seven schools, plus the construction of a new school in a rapidly growing urban development area. Completed in 2015.

Planning and Design Guidelines for Courthouses in British Columbia - 2015

We were part of a team that was retained to update and expand existing guidelines for the planning and design of court facilities. The project involved extensive consultation with stakeholders in the courts system as well as government technical advisors. The resulting major document addressed general planning concepts, component requirements, illustrative room layouts, accommodation model, technical design guidelines, prototype courthouse designs and reference material. Completed in 2015.
